Why can't I connect to the internet?

Network card and ports seem to be running fine (multiple checks on both show working as intended also tried enable/disable, uninstall/install, etc) but when I check the IP address in the cmd prompt (ipconfig /all) I get "Windows IP Configuration" and there is no IP address in the properties of the network connection. Also in the cmd prompt ipconfig /renew gets "Windows IP Configuration" though "ping 129.0.0.1" shows good packet send/receive. Ping 127.0.0.1 comes back with all packets sent and received, none lost.
