Are our Policemen criminals? Are the recruitment made from criminals? How to reform them?

It is a horrible visual to see policemen mercilessly beating women, children and old sick persons. They drag them to police Station and file false cases unless [paid a hefty bribe. They are in league with extortionists. They help them in the extortion racket. They dilute the cases involving the rich and the politically powerful persons.Policemen during British Raj were better than the present day force.
