My Small dogs beat up my Rotty, and he lets them.?

The little dogs are dominating the big dog- that's just the way it is. You should prevent them from biting his ears if they're actually causing any damage. When they're out in the yard they're most likely playing, so he doesn't have to be as submissive and because he's so big he probably hurts them by accident.
